District 2 Candidate Review

Strengths:

Elected to City Council in 2014; Very strong campaigner; Supporter of Black Businesses; Will apologize when he makes mistakes; Campaign website indicates he cut unemployment by 5%

Weakness:

Councilman Warrick attacked Mayor Taylor in the 2015 Mayoral race - after she won it was very hard for D2 to see unity with the two constituents to see the two working together to advance the best interest of District 2; Tried to re-route the MLK March outside of District without talking to residents; Shot-Spotter is a high-dollar failure; Highest unemployment rate in Promise Zone; Highest crime rate in Promise Zone & District-wide; Uncontrollable Gentrification in poor neighborhoods; Too Many Slumlords in District; Perceived to be a part-time councilman - focusing on nonprofit he runs as CEO (See Toney cover story)

Opportunity:

He will focus on Zero Murders or Gunshots, Zero Unemployment, Zero Vacant Homes, Lots and Businesses, and Zero Stray Dogs.Threats: The question is will the lack of unity continue, if Council Warrick is re-elected and Mayor Taylor triumphs, will D2 finally see more progress? If he loses, Warrick can focus on his family and his family nonprofit; perhaps he will run for Mayor in 2019

District Accomplishments:

Secured over $3M for MLK Park, secured over $9M dollars for New Braunfels St. Corridor through upcoming OneSA Bond Initiative

Strengths:

Private Practice, Full-time Attorney on the East Side since 2010; Chairman & Commissioner of San Antonio Zoning Commission (2015-2016), Past Chairman of the San Antonio for Growth on the Eastside (SAGE) Board; past Vice President of the San Antonio Black Lawyers Association; Served in United States Navy Reserves from 2003 until 2011;

Weakness:

Allegedly used Zoning Chair position for political gain; Perceived not to have NO PLAN to address Community-Police Relations issue; Perceived as favoring Dignowity Hill and SUPPORTS Gentrification

Opportunity:

He will focus on Economic Development, Education & Workforce Development, Infrastructure; Best aligned to current Mayor agenda.

Threats:

A Houston native, with little political and everyday D2 people experience, Shaw must convince voters that he’s in it for “The People” and not for selfish reasons.

District Accomplishments:

Guided East Side revitalization - San Antonio for Growth on the Eastside (SAGE)

Strengths:

Past City Councilman, District 2; 35 year Civil Servant federal Government Employee;

15 year School Board Trustee, and Bronze Star Vietnam Veteran

Weakness:

Never been in business for himself.

Opportunity:

He will focus on Full Employment, Job Reduction, and Affordable Education

Threats:

Can Toney set an agenda for the D2 to rally around?   Based on past experience, he may have the right temperament and wisdom to work with City Council;  Based on his retirement from Civil Service, he will be a full-time councilman - which is needed to handle the big problems of the district

District Accomplishments:

Helped mentor and graduate thousands of students that were under the Fort Sam Houston ISD; Supported the vision of Mayor Taylor when she was appointed to the City of San Antonio
