A Message From District 2 Councilman William ‘Cruz’ Shaw
Serving the residents of District 2 has been an invigorating experience that has allowed
my team and me to address integral needs in the community. With the myriad of requests our office receives on a daily basis, we have found the best way to accomplish our mission is to channel our energy and resources on a set of core responsibilities. The core responsibilities of the City Council are explicitly stated in Article 1 Section 2 of the City Charter:
“Pursuant to its provisions and subject only to the limitations imposed by the state constitution and by this Charter, all powers of the city shall be vested in an elective council, hereinafter referred to as "the Council," which shall enact local legislation, adopt budgets, determine policies and appoint the city manager, who shall execute the laws and administer the government of the city.”
The charter also states that this governing body is to function as a “council-manager form of government.” By working with City staff and other experts in the field, we can formulate policies that respond to residents’ concerns in the most comprehensive and efficient manner. But, public servants should be held to a higher standard. As a participating member of City Council, I welcome robust dialogues with my colleagues on various issues because I believe that despite our differences, we can find common ground and make progress as a united front. That is the only way we will be able to stay focused on the task at hand and fulfill the job the people of San Antonio elected us to do.
